Itmayturnoutthatthe"digitaldivide"--oneofthemostfashionablepoliticalslogansofrecentyears--islargelyfiction.Asyouwillrecalltheargumentwentwellbeyondtheunsurprisingnotionthattherichwouldownmorecomputersthanthepoor.Thedisturbingpartofthetheorywasthatsocietywasdividingitselfintogroupsoftechnology"haves"and"have-nots"andthatthissegregationwouldinturnworsenalreadylargeeconomicinequalities.Itisthisargumentthatiseitheruntrueorwildlyexaggerated. Weshouldalwayshavebeensuspicious.Afterallcomputershavespreadquicklybecausetheyhavebecomecheapertobuyandeasiertouse.Fallingpricesandskillrequirementssuggestthatthedigitaldividewouldspontaneouslyshrink--andsoithas. Nowanewstudyfurtherdiscreditsthedigitaldivide.ThestudybyeconomistDavidCardoftheUniversityofCaliforniaBerkeleychallengesthenotionthatcomputershavesignificantlyworsenedwageinequality.Thelogicofhowthissupposedlyhappensisstraightforward:computersraisethedemandforhigh-skilledworkersincreasingtheirwages.Meanwhilecomputerization--byautomatingmanyroutinetasks--reducesthedemandforlow-skilledworkersandtherebytheirwages.Thegapbetweenthetwowidens. Superficiallywagestatisticssupportthetheory.Considertheratiobetweenworkersnearthetopofthewagedistributionandthosenearthebottom.Computerizationincreased;sodidthewagegap. ButwaitpointoutCardandDiNardo.Thetroublewithblamingcomputersisthattheworseningofinequalityoccurredprimarilyintheearly1980s.Withcomputerusegrowingthewagegapshouldhavecontinuedtoexpandifitwasbeingdrivenbyashiftingdemandforskills.IndeedCardandDiNardofindmuchdetailedevidencethatcontradictsthetheory.Theyconcludethatcomputerizationdoesnotexplain"theriseinU.S.wageinequalityinthelastquarterofthe20thcentury."
