TheIndustrialRevolutionsupplementedandreplacedthemusclesofhumansandreplacedsomeaspectsofthemindofhumanbeingsbyelectronicmethods.50Itisthecapacityofthecomputerforsolvingproblemsandmakingdecisionsthatrepresentsitsgreatestpotentialandthatposesthegreatestdifficultiesinpredictingtheimpactonsociety. Itgaverisetomassproductionandthroughmassproductiontoasocietyinwhichwealthwasnotconfinedtothefew.
ToliveintheUnitedStatestodayistogainanappreciationforDahrendorfsassertionthatsocialchangeexistseverywhere.Technologytheapplicationofknowledgeforpracticalendsisamajorsourceofsocialchange. Yetwewoulddowelltoremindourselvesthattechnologyisahumancreation;itdoesnotexistnaturally.Aspearorarobotisasmuchaculturalasaphysicalobject.46Untilhumansuseaspeartohuntgameorarobottoproducemachinepartsneitherismuchmorethanasolidmassofmatter.Forabirdlookingforanobjectonwhichtorestaspearorrobotservesthepurposeequallywell.TheexplosionoftheChallengerspaceshuttleandtheRussiannuclearaccidentatChernobyldrivehomethehumanqualityoftechnology:theyprovidecasesinwhichwell-plannedsystemssuddenlygotintoamessandtherewasnoreadyhandtosetthemright.Sincetechnologyisahumancreationweareresponsibleforwhatisdonewithit.Pessimistsworrythatwewilluseourtechnologyeventuallytoblowourworldandourselvestopieces.Buttheyhavebeensayingthisfordecadesandsofarwehavemanagedtosurviveandevenflourish.Whetherwewillcontinuetodosointheyearsaheadremainsuncertain.Clearlytheimpactoftechnologyonourlivesdeservesacloserexamination. Fewtechnologicaldevelopmentshavehadagreaterimpactonourlivesthanthecomputerrevolution.Scientistsandengineershavedesignedspecializedmachinesthatcandothetasksthatonceonlypeoplecoulddo.47Therearethosewhoassertthattheswitchtoaninformation-basedeconomyisinthesamecampasothergreathistoricalmilestonesparticularlytheIndustrialRevolution. YetwhenweaskwhytheIndustrialRevolutionwasarevolutionwefindthatitwasnotthemachines.Theprimaryreasonwhyitwasrevolutionaryisthatitledtogreatsocialchange.48Itgaverisetomassproductionandthroughmassproductiontoasocietyinwhichwealthwasnotconfinedtothefew.49InsomewhatsimilarfashioncomputerspromisetorevolutionizethestructureofAmericanlifeparticularlyastheyfreethehumanmindandopennewpossibilitiesinknowledgeandcommunication. TheIndustrialRevolutionsupplementedandreplacedthemusclesofhumansandreplacedsomeaspectsofthemindofhumanbeingsbyelectronicmethods.50Itisthecapacityofthecomputerforsolvingproblemsandmakingdecisionsthatrepresentsitsgreatestpotentialandthatposesthegreatestdifficultiesinpredictingtheimpactonsociety.
