ThethreatofvetoesfromSwedenandlike-mindedcountrieshasblockedRomeⅢ.ButagroupofninecountriesledbySpainandFranceisgoingahead.TheyareresortingtoaprovisioninEUrules-neverbeforeinvoked-called"enhancedco-operation"Thissetsaprecedentfora"multi-speed’"Europeinwhichlike-mindedcountriesareallowedtomovetowardsgreaterintegrationratherthanseekinga"big-bang"bindingtreatythatscoopsupthewillingandunwillingalike.Somecountriesworrythatusingenhancedco-operationwillcreateunmanageablelayersofcomplexitywithEUlawreplacedbymultipleadhocagreements.
