AshopesofimmediateeconomicreformfadeoptimistsarefocusingonanotherpotentialbenefitofMrKoizumi’stenure.TheyhopethathishighlypersonalizedstyleofleadershipwillpavethewayforapermanentchangeinJapanesepolitics:towardsmoreunitedandauthoritativecabinetsthatarehelddirectlyaccountablefortheirpolicies.Asthathappensthethinkinggoesrealeconomicreformswillbeabletofollow.Unfortunatelydamagelimitationinthefaceofscandaltoooftensubstitutesforrealreform.Moreoftenthescandalsservemerelyasdistractions.Whatisreallyneededisanoverhauloftherulesthemselves.Aleadingcandidateforchangeisthe40-year-oldsystem--informalbutreligiouslyfollowed--throughwhichtheLDPmachineryvetseverybillbeforeitevergetstoparliament.MostlegislationstartsintheLDP’spartycommitteeswhichmirrortheparliamentarycommitteestructure.ProposalsthengothroughtwohigherLDPbodieswhichhammeroutpoliticaldealstosmooththeirpassage.Onlythendoestheprimeminister’scabinetgetfullyinvolvedinapprovingthepolicy.MostissueshavebeendecidedbytheLDPmandarinslongbeforetheyreachthispointletalonethefloorofparliamentleavingeventheprimeministerlimitedinfluenceandallowingpreciouslittleroomforpublicdebateandevenlessforaccountability.Asaresultprogresswillprobablyremainslow.SincetheyknowthatpoliticalreformleadstoeconomicreformandhenceposesathreattotheirinterestsmostoftheLDPwillresistanyrealchanges.ButatleastahandfulofinsidershavenowboughtintooneofMrKoizumi’sbestslogans:"ChangetheLDPchangeJapan.
