Conventionsandotherunifyinginstrumentsareborninadversity.Anareaoflawmaycomeunderreviewbecauseoneortwostateshavebeenconfrontedbyamaritimelegalproblemthathasaffectedthemdirectly.Thosesponsoringstatesmaywellspendsometimereviewingtheproblemandproducingthefirstdraftofaninstrument.EventuallythisdraftmaybeofferedtotheInternationalMaritimeOrganisation’sIMOLegalCommitteeforinclusioninitsworkprogram.OverensuingyearstheLegalCommitteemeetingeverysicmonthsorsoissuespresentedbythedraftwillbedebatednewissueswillberaisedandtheinstrumentwillbeendlesslyre-drafted.AtsomestagetheviewwillbetakenthattheinstrumentissufficientlymaturetowarrantaDiplomaticConferenceatwhichthetextwillbefinalized.IftheinstrumentisapprovedattheDiplomaticConferenceitwillsitfortwelvemonthsawaitingsignatureandthenbeopentoratificationandaccession.Theinstrumentwillcontainanentryintoforcerequirementwhichwillneedtobesatisfied. 42
