Fewtechnologicaldevelopmentshavehadagreaterimpactonourlivesthanthecomputerrevolution.Scientistsandengineershavedesignedspecializedmachinesthatcandothetasksthatonceonlypeoplecoulddo.47Therearethosewhoassertthattheswitchtoaninformation-basedeconomyisinthesamecampasothergreathistoricalmilestonesparticularlytheIndustrialRevolution. YetwhenweaskwhytheIndustrialRevolutionwasarevolutionwefindthatitwasnotthemachines.Theprimaryreasonwhyitwasrevolutionaryisthatitledtogreatsocialchange.48Itgaverisetomassproductionandthroughmassproductiontoasocietyinwhichwealthwasnotconfinedtothefew.49InsomewhatsimilarfashioncomputerspromisetorevolutionizethestructureofAmericanlifeparticularlyastheyfreethehumanmindandopennewpossibilitiesinknowledgeandcommunication. TheIndustrialRevolutionsupplementedandreplacedthemusclesofhumansandreplacedsomeaspectsofthemindofhumanbeingsbyelectronicmethods.50Itisthecapacityofthecomputerforsolvingproblemsandmakingdecisionsthatrepresentsitsgreatestpotentialandthatposesthegreatestdifficultiesinpredictingtheimpactonsociety.
