Americaneedstorealizethatitsuniversitiesfacerealcompetitionfromtherestoftheworldtoattractthebestandthebrightesttosecureresourcesandtoprovideenvironmentsthateducateandinspire.ThisisnottosaythatthebestAmericanuniversitiesarenolongertheleadersindiscoveryandinnovation.Itistosaythatthesuccessofthehigher-educationsystemmustbemeasuredbymorethanjustinnovations.Itslong-termperformancedependsonitsabilitytoprovidelearningtoabroadcrosssectionsofcitizenstoadvancenationalproficiencyinmathandscienceandtocreateanadaptableworkforceaswellastodevelopanationalappreciationfordiscoveryentrepreneurshipandthecreativeprocess. InChinaandelsewherethesearethegoalsofthenewuniversitiesbeingbuilt.IntheUnitedStatesweneedtomovefromanationalself-confidencebasedonpastsuccesstoonebuiltontheknowledgethatweareadvancingasystemofhighereducationthatwillmeetourfutureneeds.Thiswillrequirethatpolicymakersbusinessleadersanduniversitiesrededicatethemselvestocreatingcomprehensivelearninganddiscoveryenvironments;designentirelynewmodelsandmethodsforteachingandthentakeactiontoimplementthem.
