Withregardtothisperhapstheirmosttraditionallysanctionedtaskcollegesanduniversitiestodayfindthemselvesinaseriousbindgenerally.OntheonehandthereistheAmericancommitmententeredintoespeciallysinceWorldWarIItoprovidehighereducationforallyoungpeoplewhocanprofitfromit.Theresultofthecommitmenthasbeenadramaticriseinenrollmentsinouruniversitiescoupledwitharadicalshiftfromtheprivatetothepublicsectorofhighereducation.Ontheotherhandthereareseriousandcontinuinglimitationsontheresourcesavailableforhighereducation. Whilehighereducationhasbecomeagreat"growthindustry"itisalsosimultaneouslyatremendousdrainontheresourcesofthenation.Withthevastincreaseinenrollmentandtheshiftinprioritiesawayfromeducationinstateandfederalbudgetsthereisinmostofourpublicinstitutionsasignificantdecreaseinpercapitaoutlayfortheirstudents.Onecrucialaspectofthisdrainonresourcesliesinthepersistentshortageoftrainedfacultywhichhasledinturntoadecliningstandardofcompetenceininstruction.
