ThepaceoftheEnvironmentalRevolutionneedstobefarfasterthanthatofitspredecessors.TheAgriculturalRevolutionbegansome10000yearsagoandtheIndustrialRevolutionhasbeenunderwayforabouttwocenturies.ButiftheEnvironmentalRevolutionistosucceeditmustbecompressedintoafewdecades.ProgressintheAgriculturalRevolutionwasmeasuredalmostexclusivelyinthegrowthinfoodoutputthateventuallyenabledfarmerstoproduceasurplusthatcouldfeedcitydwellers.Similarlyindustrialprogresswasgainedbysuccessinexpandingtheoutputofrawmaterialsandmanufacturedgoods.50TheEnvironmentalRevolutionwillbejudgedbywhetheritcanshifttheworldeconomyintoanenvironmentallysustainabledevelopmentpathonethatleadstogreatereconomicsecurityhealthierlifestylesandaworldwideimprovementinthehumancondition.
TowhatextentaretheunemployedfailingintheirdutytosocietytoworkandhowfarhastheStateanobligationtoensurethattheyhaveworktodo Itisbynowincreasinglyrecognizedthatworkersmaybethrownoutofworkbyindustrialforcesbeyondtheircontrolandthattheunemployedareinsomesensepayingthepriceoftheeconomicprogressoftherestofthecommunity.Butconcernwithunemploymentandtheunemployedvariessharply.Theissuesofdutyandresponsibilitywerereopenedandrevitalizedbytheunemploymentscareof1971-2.RisingunemploymentandincreasedsumspaidoutinbenefitstotheworklesshadreawakenedcontroversieswhichhadbeeninactiveduringmostoftheperiodoffulleremploymentsincethewarendedtheDepression.Itlookedasthoughinfuturetherewouldagainbetoolittleworktogoroundsotherewereargumentsabouthowtoproducemoreworkhowtheavailableworkshouldbesharedoutandwhowasresponsibleforunemploymentandtheunemployed. In1972therewerecriticswhosaidthattheState’’sactioninallowingunemploymenttorisewasafaithlessactabreakingofthesocialcontractbetweensocietyandtheworker.Yetinthemainanycontributionbyemployerstounemployment―suchaslayingoffworkersinordertointroducetechnologicalchangesandmaximizeprofits―tendedtobeignored.Anditwastheunemployedwhowereaccusedoffailingtohonourthesocialcontractbynotfulfillingtheirdutytosocietytowork.Inspiteofgeneralconcernatthescaleoftheunemploymentstatisticswhentheunemployedwereconsideredasindividualstheytendedtoattractscornandthreatsofpunishment.Theircapacitiesandmotivationasworkersandtheirvalueasmembersofsocietybecamesuspect.OfallthemythsoftheWelfareStatestoriesofthework-shyandborrowershavebeentheleastwell-foundedonevidenceyettheyhaveprovedthemostpersistent.TheunemployedwereaccusedofbeingresponsiblefortheirownworklessconditionanddoubtswereexpressedabouttheState’’sobligationeithertoprovidethemwiththesecurityofworkortosupportthemthroughSocialSecurity.
