Inmostpeople’smindgrowthisassociatedwithprosperity.WejudgehowwelltheeconomyisdoingbythesizeoftheGrossNationalProductGNPameasuresupposedlyofgrowth.Equallyaxiomatic:howeveristhenotionthatincreasedpressureondwindlingnaturalresourcesmustinevitablyleadtoadeclineinprosperityespeciallywhenaccompaniedbyagrowthinpopulation.Sowhichiscorrect Whatgrowthadvocatesmeanprimarilywhentheysaygrowthisnecessaryforprosperityisthatgrowthisnecessaryforthesmoothfunctioningoftheeconomicsystem.InonearenatheargumentinfavorofgrowthisparticularlycompellingandthatiswithregardtotheThirdWorld.ToargueagainstgrowthotherthanpopulationgrowthinlightofThirdWorldpovertyanddegradationseemscallous.ButisitCoulditbethatgrowthespeciallythegrowthofthewealthiercountrieshascontributedtotheimpoverishmentnottheadvancementofThirdWorldcountriesIfnothowdoweaccountforthedesperatestraitsthesecountriesfindthemselvesintodayafteracenturyofdedicationtogrowth ToseehowthismightbethecasewemustlookattheimpactofgrowthonThirdWorldcountriestherealitynottheabstractstages-of-economic-growththeoryadvocatedthroughrose-coloredglassesbyacademiciansofthedevelopedworld.WhatgoodisgrowthtothepeopleoftheThirdWorldifitmeanstheconversionofpeasantfarmsintomechanizedagribusinessesproducingcommoditiesnotforlocalconsumptionbutforexportifitmeansthestrippingoftheirlandofitsmineralandothernaturaltreasurestothebenefitofforeigninvestorsandahandfuloftheirlocalcollaboratorsifitmeanstheassumptionofacrushingforeignindebtednesstheproceedsofwhichgoesnotintothedevelopmentofthecountrybutintothepurchaseofexpensivecarsandthebuyingofluxuriousresidenceinMiami.Admittedlythisisanoversimplification.ButthepointIbelieveremainsvalid:thatgrowthinunderdevelopedcountriescannotsimplybejudgedintheabstract;itmustbejudgedbasedonthetruenatureofgrowthinthesesocietiesonwhobenefitsandwhoisharmedonwheregrowthisleadingthesepeopleandwhereithasleftthem.Whenconsideredinthiswayitjustmightbethatinthepresentcontextgrowthismoredetrimentaltothewell-beingofthewretchedoftheearththanbeneficial. SodoweneedgrowthforprosperityOnlytheadoptionofzerogrowthcanprovidetheanswer.Butthatisatestnoteasilyundertaken.Moderneconomiesareincrediblycomplexphenomenaatributetoman’sabilitytoorganizeandachallengetohisabilitytounderstand.Anythingthataffectstheirfunctioningsuchasapolicyofzerogrowthshouldnotbeproposedwithoutawaryprudenceandaself-doubtinghumility.Butiftheprospectofleapingintotheeconomicunknownisfear-inspiringequallysoistheprospectoflettingthatfearpreventusfromactingwhenthefailuretoactcouldmeanuntoldmiseryforfuturegenerationsandperhapsenvironmentalcatastropheswhichthreatenourveryexistence.
