Text2 InrecentyearsAmericansocietyhasbecomeincreasinglydependentonitsuniversitiestofindsolutionstoitsmajorproblems.Itistheuniversitiesthathavebeenchargedwiththeprincipalresponsibilityfordevelopingtheexpertisetoplacemenonthemoon;fordealingwithoururbanproblemsandwithourdeterioratingenvironment;fordevelopingthemeanstofeedtheworld’srapidlyincreasingpopulation.Theeffortinvolvedinmeetingthesedemandspresentsitsownproblems.Inadditionthisconcentrationonthecreationofnewknowledgesignificantlyimpingesontheuniversities’effortstoperformtheirotherprincipalfunctionsthetransmissionandinterpretationofknowledge--theimpartingoftheheritageofthepastandthepreparingofthenextgenerationtocarryitforward. Withregardtothisperhapstheirmosttraditionallysanctionedtaskcollegesanduniversitiestodayfindthemselvesinaseriousbindgenerally.OntheonehandthereistheAmericancommitmententeredintoespeciallysinceWorldWarIItoprovidehighereducationforallyoungpeoplewhocanprofitfromit.Theresultofthecommitmenthasbeenadramaticriseinenrollmentsinouruniversitiescoupledwitharadicalshiftfromtheprivatetothepublicsectorofhighereducation.Ontheotherhandthereareseriousandcontinuinglimitationsontheresourcesavailableforhighereducation. Text2 InrecentyearsAmericansocietyhasbecomeincreasinglydependentonitsuniversitiestofindsolutionstoitsmajorproblems.Itistheuniversitiesthathavebeenchargedwiththeprincipalresponsibilityfordevelopingtheexpertisetoplacemenonthemoon;fordealingwithoururbanproblemsandwithourdeterioratingenvironment;fordevelopingthemeanstofeedtheworld’srapidlyincreasingpopulation.Theeffortinvolvedinmeetingthesedemandspresentsitsownproblems.Inadditionthisconcentrationonthecreationofnewknowledgesignificantlyimpingesontheuniversities’effortstoperformtheirotherprincipalfunctionsthetransmissionandinterpretationofknowledge--theimpartingoftheheritageofthepastandthepreparingofthenextgenerationtocarryitforward. Withregardtothisperhapstheirmosttraditionallysanctionedtaskcollegesanduniversitiestodayfindthemselvesinaseriousbindgenerally.OntheonehandthereistheAmericancommitmententeredintoespeciallysinceWorldWarIItoprovidehighereducationforallyoungpeoplewhocanprofitfromit.Theresultofthecommitmenthasbeenadramaticriseinenrollmentsinouruniversitiescoupledwitharadicalshiftfromtheprivatetothepublicsectorofhighereducation.Ontheotherhandthereareseriousandcontinuinglimitationsontheresourcesavailableforhighereducation. Whilehighereducationhasbecomeagreat"growthindustry"itisalsosimultaneouslyatremendousdrainontheresourcesofthenation.Withthevastincreaseinenrollmentandtheshiftinprioritiesawayfromeducationinstateandfederalbudgetsthereisinmostofourpublicinstitutionsasignificantdecreaseinpercapitaoutlayfortheirstudents.Onecrucialaspectofthisdrainonresourcesliesinthepersistentshortageoftrainedfacultywhichhasledinturntoadecliningstandardofcompetenceininstruction. Intensifyingthesedifficultiesisasindicatedabovetheconcernwithresearchwithitscompetingclaimsonresourcesandtheattentionofthefaculty.Inadditionthereisastrongtendencyfortheinstitutions’organizationandfunctioningtoconformtothedemandsofresearchratherthornthoseofteaching.
