Drugaddictionisincreasinglybeingviewedasmoreadiseasethanacrime.Scienceisyieldingcluesaboutthehedonicofpleasureregionofthebrainwhilebreakthroughmedicationsandgreaterunderstandingofthemental-healthproblemsthatunderliemanyaddictionsaregivingtherapistsnewtools. OfficialsacrosstheContinenthavealreadybegunshiftingtheirfocusfrompreventingdrugflowtorehabilitatingmakingabletoliveanormallifeagaindrugusers.ThenewEuropeanUnionDrugsStrategyfor2000-2004makesacommitmenttoincreasingthenumberofsuccessfullytreatedaddicts.GemanyItalyandLuxembourghavetransferredresponsibilityfordrugpolicyfromtheirMinistriesoftheInteriortotheMinistriesofHealthorSocialAffairs.InBritainthegovernmenthassetupaNationalTreatmentAgencytocoordinatetheeffortsofsocial-serviceagenciesandtheDepartmentofHealth.Anddrug-preventionandsupportagenciestherearegettingabout30percentmorefundingthisyear.Changingthemainnationalstrategyfromattackingdrugpusherstorehabilitatingaddictswon’’tcomeeasy.ButslowlysteadilyAmericanslikeEuropeansseemdeterminedtotry.
