GPresidentArlinghasputhislong-awaitedeconomicrestructuringprogrambeforetheCongress.ItprovidesacoordinatedprogramofinvestmentcreditsresearchgrantseducationalreformsandtaxchangesdesignedtomakeAmericanindustrymorecompetitive.Thisisnecessarytoreversetheeconomicslideintounemploymentlackofgrowthandtradedeficitsthathaveplaguedtheeconomyforthepastsixyears.ThemostliberalwingofthePresident’spartyhascalledforstrongerandmoredirectaction.TheywantanincomespolicytocheckinflationwhileFederalfinancinghelpsrebuildindustrybehindawallofprotectivetariffs.TheRepublicanshoweverdecryeventhemodestgraduatedtaxincreasesinthePresident’sprogram.TheyWanttaxcutsandamoreopenmarket.TheysayifFederalmoneyhastobeinjectedintotheeconomyletitthroughdefencespending.Boththesealternativesignoretheuniquenatureoftheeconomicproblembeforeus.Itisnotsimplyamatterofmarketsorfinancing.Thenewtechnologyallowsvastlyincreasedproductionforthoseabletomasterit.Butitalsothreatensthosewhofailtoadoptitwithpermanentsecond-classcitizenshipintheworldeconomy.Ifanindustrycannotleveritselfuptotheleadingstageoftechnologicaladvancesthenitwillnotbeabletocompeteeffectively.Ifitcannotdothisnoamountofgovernmentprotectionismoraccesstoforeignmarketscankeepitprofitableforlong.Withouttheprofitsandexperienceoftechnologicalexcellencetoreinvestthatindustrycanonlyfallstillfurtherbehinditsforeigncompetitors.SothecruxisthetechnologyandthatiswherethePresident’sprogramfocused.Thedangerisnotthataplanwillnotbepasseditisthattheideologuesofrightandleftwilldistortthebillwithamendmentsthatwillbluritsfocusontechnology.Theeconomicrestructuringplanshouldbepassedintact.Ifwefailtorestructureoureconomynowwemaynotgetasecondchance.Whatistheeditor’sattitude
