WhileAmericanfirmsoftentalkaboutthevastamountsspentontrainingtheirworkforcesinfacttheyinvestlessintheskillsoftheiremployeesthandoeitherJapaneseorGermanfirms.Themoneytheydoinvestisalsomuchmorenarrowlyfocusedonthebasicbackgroundskillsthatmakeitpossibletoabsorbnewtechnologies. Asaresultproblemsemergewhennewbreakthroughtechnologiesarrive.IfAmericanworkersforexampletakemuchlongertolearnhowtooperatenewflexiblemanufacturingstationsthanworkersinGermanyastheydotheeffectivecostofthosestationsislowerinGermanythanitisintheUnitedStates.Moretimeisrequiredbeforeequipmentisupandrunningatcapacityandtheneedforextensiveretraininggeneratescostsandcreatesbottlenecksthatlimitthespeedwithwhichnewequipmentcanbeemployed.Theresultisaslowerpaceoftechnologicalchange.Andintheendtheskillsofthebottomhalfofthepopulationaffectthewagesofthetophalf.Ifthebottomhalfcan’teffectivelystafftheprocessesthathavetobeoperatedthemanagementandprofessionaljobsthatgowiththeseprocesseswilldisappear. IfsustainablecompetitiveadvantagedependsonworkforceskillsAmericanfirmshaveaproblem.HumanresourcemanagementisnottraditionallyseenascentraltothecompetitivesurvivalofthefirmintheUnitedStates.Skillacquistionisconsideredanindividualresponsibility.Labourissimplyanotherfactorofproductiontoberentedatthelowestpossiblecostmuchasonebuysrawmaterialsorequipment.
