Whilehighereducationhasbecomeagreatgrowthindustryitisalsosimultaneouslyatremendousdrainontheresourcesofthenation.Withthevastincreaseinenrollmentandtheshiftinprioritiesawayfromeducationinstateandfederalbudgetsthereisinmostofourpublicinstitutionsasignificantdecreaseinpercapitaoutlayfortheirstudents.Onecrucialaspectofthisdrainonresourcesliesinthepersistentshortageoftrainedfacultywhichhasledinturntoadecliningstandardofcompetenceininstruction. Intensifyingthesedifficultiesisasindicatedabovetheconcernwithresearchwithitscompetingclaimsonresourcesandtheattentionofthefaculty.Inadditionthereisastrongtendencyfortheinstitutions’organizationandfunctioningtoconformtothedemandsofresearchratherthanthoseofteaching.
